Clinical Leader, / 20 Hours / Counseling & Behavioral Services Dept. / MGH- Charlestown Health Center - (3099680)
Description
The Counseling and Behavioral Services (CBS) Department Clinical Leader is a member of the department leadership team responsible for the coordination and support of counseling and behavioral health services which includes integration and collaboration of CBS services throughout the Health Center. This leadership function includes the Monument Street Counseling Center. Additionally, he/she has direct responsibility and oversight for the management and service delivery provided by physician, psychologist and advanced practice nurse providers at both sites, as well as two program coordinators who in turn manage the social work providers at both sites. The CBS Department Clinical Leader reports to the Health Center Medical Director. The department leadership team consists of the department practice manager and the two department program coordinators (LICSWs).
Responsibilities and Expectations
Leadership:
* Articulates an inspiring vision for the department with emphasis on patient-centered care
* Collaborates with the Medical Director to set goals related to medical service provision and safety and quality which includes developing a prioritized agenda to meet these goals
* Provides direct oversight and management for direct and indirect clinical care
* Fosters a culture of teamwork and mutual respect throughout the department.
* Establishes and maintains relationships with CBS departments in other health centers
* Acts as liaison to Department of Psychiatry
* Develops models to effectively meet clinical needs and enhances opportunities for patient access to care
* In collaboration with other members of the department leadership, acts as a liaison to community organizations
Financial Management:
* Collaboratively manages and monitors the department operating budget, including expenses and other targets with other members of the department leadership team and Health Center Administration which consists of the Health Center Medical Director, Health Center Administrative Director, and Health Center Finance/Operations Manager consistent with health center, DGIM and MGH goals
* Collaboratively develops strategies and takes action to improve margins and address unexpected variances within budget cycles
* Participates in annual capital planning process with Health Center Administration
* Establishes and maintains systems for optimal productivity and resource management
* Collaborates and develops new service delivery lines and provision of care with other members of the leadership team in collaboration with the Health Center Administration.
* In collaboration with other members of the department leadership team and the Health Center Administration, advocates for resources to meet department goals.
Operations:
* Manages medical (including psychologist practice) clinical operations of the CBS, assuring that they are patient-centered and in compliance with regulatory requirements, accrediting body standards, and MGH policies/procedures
* Creates a workplace structure and support for continuous improvement to meet strategic, operational, clinical and financial goals to engage physicians and psychologists in these efforts
* Creates an environment that supports evidence-based practice and care delivery
* Collaborates with members of the department leadership to implement Health Center operations and initiatives, including but not limited to emergency preparedness plans,
* Reviews existing medical (including psychologists) operations and implements changes as needed
* Develops, manages and supports patient experience and other improvement science initiatives
* Oversees and monitors operational billing activities of physicians, psychologists, and social workers
Human Resources:
* Responsible for recruitment and retention processes for physicians and psychologists in collaboration with Health Center Administration, DGIM, and the Department of Psychiatry
* Ensures adequate staffing across all MGH Charlestown CBS sites
* Responsible for direct oversight of physician and psychologist practice
* Supports professional development of staff reporting to position
* Conducts annual career consulting with physicians and psychologists within identified timelines
* May conduct performance evaluations of other staff, such as but not limited to the program coordinators (LICSWs) directly reporting to the position and the social work providers reporting to the program coordinators
Quality:
* Provides a care model that ensures quality assurance
* Ensures a quality patient experience and service recovery as indicated
* Achieves quality measures consistent with the Health Center, DGIM, MGH and/or Partners goals
* Uses population health information and data to understand and manage the needs of patients and the community at large
* Conducts regular departmental audits to ensure compliance with standards/metrics
* Collaborates with members of department leadership team to on opportunities for improvement in patient experience and other improvement science topics.
Meeting Expectations:
* Meets monthly with Health Center medical director
* Participates in quarterly CBS & Administration meetings
* Coordinates monthly department staff meetings with other members of the department leadership team
* Meets collaboratively with other members of the department management team at least monthly
* Actively participates on Patient Safety and Quality Committee. Attends scheduled meetings. [Second Tuesday every three months 8-9am at MGH Charlestown]
* Regularly attends Outpatient Psych Department (OPD) meetings [First Thursday of every month 10-11am at MGH Hospital]
* Regularly attends Community Leadership meetings convened by the Director of the Division of Public and Community Psychiatry [Third Monday of every month 8-9am at one of the MGH Health Centers]
Qualifications
* Board Certified Adult or Child Psychiatrist, Licensed Psychologist or Licensed Clinical Social Worker
* A minimum of five years of management experience
* Prior leadership training preferred
* Required to attend Partners/MGH leadership training program(s)
